2013 Venza remote start not working

I hardwired all the connections and they are good. The three lock presses dont do anything. If i ground out the yellow wire i hear some relays clicking but nothing happens.

The vehicle is push to start.

The module is EVO-RS

One thing i noticed is in the instructions it states after the blue LED is blinking rapidly when I press the start button again the blue led should turn off but it continues to blink slowly.
closed with the note: steering lock connection issue.

It is doing that becuase the module was used on another vehicle before and needs to be reset. 

Perform a master reset as shown here: https://fortin.ca/en/download/61931/61931.pdf Then re program the module to the vehicle and re test your 3x lock.

Ok I made some progress, the reset helped but now everything that should happen is happening but the starter is not trying to start the vehicle. Please see the video https://youtu.be/b2dL1jVogPM
Ign turns on then when the start signal should be sent, it dosn't.
If the ignition turns on but the vehicle doesn't crank that would point to an issue with the steering lock connection.
I will double check this. What is the purpose of this signal? It is looking for a ground signal?
