When programming why does blue light stay on when i turn the switch to off

2007 Nissan Pathfinder during programming, when i turn the switch to on the blue light goes off doesn't flash. When i turn the switch to off the blue light comes on and stays on. Nothing works? I am using a T harness

Because you did not connect Can high and Can low wires, they are not in the tharness.
