2009 Expedition Won't Start with Evo One

I have checked the wiring multiple times, the yellow loop is cut, option C1 is enabled, option 38.2 is selected, I've tried to increase the tach time and still I cannot get it to start.  I did not wire the door trigger (pins A17/A18) [conflicting information on location of this connection] or the parking lights (E1) at this time.

I am conducting two key programming per guide 28331.  After the first part (pg 6), I get it to work through step 5, but step 6 will not allow the car to start.  The unit does flash the blue light upon each press of the lock button on the OEM remote.

I have also tried to continue with steps 7-15 and they all respond as the guide indicates it should.  Step 16, I just get a solid red light.  

I have also ensured that all of the firmware is on the most current versions.

When trying to remote start does the ignition turn ON in the instrument cluster ?

do you mean does the dash lights come on?  or are you looking for a specific icon to light up on the dash?
